The Program for All-Inclusive Care of the Elderly (“PACE”) is a capitated managed care program serving primarily poor, frail, older adults. The key service elements are intensive primary care, interdisciplinary care management, regular use of an Adult Day Health Center, home care and transportation. As Vice President for Elder Services for a major hospital system, CDS’ President, Dan Gray, was involved in the development of two PACE sitesChattanooga, Tennessee and St. Louis, Missouri. According to a recent study by the National PACE Association, these two programs are the most financially successful programs in the country. CDS also performs PACE operations reviews for existing PACE programs either to improve financial performance or as part of due diligence in an acquisition. CDS is currently working with Riverside Health System in Newport News and Richmond, VA, Porter Hills Retirement Community & Services in Muskegon, MI, National Church Residences, Columbus, OH, St. Mary’s Health System, Knoxville, TN, John Knox Village, Lee’s Summit, MO and The Oaks in Orangeburg, South Carolina. Riverside Health System recently opened their first site in February 2008 and The Oaks in March 2008 CDS’ approach to PACE development involves a long-term retainer relationship with the client (approximately three years18 months each of development and operation). The CDS PACE development financial model is a financial tool developed and used by CDS to forecast financial performance of a potential PACE site. The Excel Workbook format provides the necessary financial modeling tools to complete the feasibility study, perform sensitivity analysis (best/worst case scenarios) and to update the financial projections as the Program becomes operational. Continuum Development Services is a PACE Technical Assistance Center (TAC) and a member of the National PACE Association. TACs are available to assist prospective providers in building successful PACE programs, taking into consideration a broad range of general as well as program-specific factors. |
